(Uruguay) Produtora de Pasta e Papel SA has submitted its proposal for a $1.6 billion to $3 billion paper and pulp factory to the Uruguayan government and is awaiting a response, Uruguayan daily La Republica reported, citing CEO Jose Honorio.
